A couple things I noticed:
1) No one was saying it was too windy to use a taser. The wind only became an issue after Scottsdale Police Internal Affairs started spoon feeding that answer to the officers.
2) See the following conversation between Det. Lockerby of internal affairs and Lt. Bayne, the shooting officer, and tell me if it sounds like Lt. Bayne was convinced he had to shoot:
Det Lockerby:...you know, what we got this and it's clear and consise. What do you think he would've done with- with- the oh- objects that he had, the sticks and whatever he had in his position, what do you think would've happened to the officers if you didin't take- the deadly force action?
Lt. Bayne: Well, I- I don't know what...
UPDATE:
On the Sgt. Manuel Loggins Jr. shooting, the Marine Corp is proving why "Always Faithful" is more than just a slogan and why they are different from any other service. There was also a news report that the Marine Corp is less than satisfied in the District Attorney's office and that NCIS is conducting their own independent investigation. Sgt. Loggins was shot by OC deputy Darren Sandberg.

Unbelievable. A righteous man doesn't need coaching. This was a bad shooting; cops have to play by the rules too.

It is so funny how the Scottsdale Police Department is hard at work covering up their officer's dirty deeds. In June 2008, Ofc. Chong Kim and a second officer responded to the Paiute neighborhood (Scottsdale lowest family income area) in response to a disturbance call. He made contact with a 19 year old female at the address who admitted to the officer she had been drinking. Ofc. Kim used the pretext that she was underage drinking and told her he would take her to jail if she did not disrobe in front of him. He even faked a call to his supervisor after she initially refused to comply. He told her that his supervisor advised that if she did not consent to a strip search, he would have to take her to jail. The female complied with the officer's demands and the officer left. This took place while his backup officer was outside of the apartment, on the street...Thankfully, the female told her parents what took place and they filed a complaint with the police department's internal affairs unit (IA).
Come to find out, this had not been the first complaint against Ofc. Kim for similar behavior. Unfortunately, IA had cleared the officer from the previous complaint. During the IA investigation, Ofc. Kim not only admitted to having acted in the same manner in some 15-20 incidents; but, also admitted to having sex with an underage female. The legal and moral obligation of the IA detectives was to stop the interview and to turn the investigation over to the sex crime unit detectives (as anything that is revealed to IA cannot be used to charge the officer criminally in a court of law). However, the IA detectives continued questioning Ofc. Kim and even followed him to his house to make sure he was OK, since they felt he could be suicidal due to the stress of losing his job.
This officer has never been charged with a crime and was allowed to resign from his position in lieu of being fired and prosecuted for abuse of power and sexual misconduct with a minor. Not only has the Scottsdale Police Department failed to “Serve and Protect” its citizens; but, has victimized a second time the minor with whom Ofc. Kim admitted to have sex.
